No, the opposite in an important way. Redact PDF deliberately destroys the underlying content in the marked area, permanently and irreversibly. Annotate & Markup does the reverse on purpose: it adds separate, real PDF annotation objects on top of the page, and the original text and graphics underneath are never touched, edited, or removed. Anyone opening the file can still select, copy, and read exactly what was there before — and can hide, edit, or delete the markup itself in a compliant PDF reader, the same as any comment or highlight added in Acrobat or a similar tool.
